Mongolia - Index-based Livestock Insurance Project (Project Information Document - Appraisal Stage)

This is a project information document for the index-based livestock insurance program in Mongolia, which was designed in the context of a World Bank lending operation with the Government of Mongolia. The document focuses on the concept of index-based insurance, which it defines as:

• A combination of self-insurance, market-based insurance and social insurance.

It discusses two products in particular:

• Base insurance product (a commercial risk product);
• Disaster response product (a social safety net product).

The document also highlights the following program components:

• Pilot index-based livestock insurance programs (Including livestock data collection, IBLI software development, training on pilot implementation, pilot performance, review & refinement);
• Promotion and public awareness;
• Institutional capacity building;
• Monitoring and evaluation;
• Project management.
