This paper presents the Microenterprise Results and Accountability Act of 2004. It is an amendment to the Foreign Assistance Act of 1961. It aims to improve the results and accountability of microenterprise development assistance programs, among other purposes.
The paper states that Congress has demonstrated its support for microenterprise development assistance programs through the enactment of two comprehensive microenterprise laws. These are the Microenterprise for Self-Reliance Act of 2000 and the Public Law 108-31. The Act sets outs and discusses, among other things:
- Microenterprise development assistance;
- Authorization, implementation and targeted assistance;
- Monitoring system for microenterprises;
- Development and certification of poverty measurement methods and their application.
