This paper examines microfinance apex mechanisms in Uganda that act on a meso-level, performing two main roles:

The paper concludes that apex mechanisms:
- Are a temporary phenomenon;
- Need to be flexible in design;
- Must be decentralized to for efficient resource allocation.
